A bit dicey here.
The first ferry service, from Langkawi to Penang, starts around 2pm+. I'm not sure how long is the boat trip. I suspect it will be about 2 - 2.5 hrs. And by the time you reach Penang, you need to rush to the bus terminal, Sungai Nibong, which is quite a distance away. Almost where the airport is.
Not sure whether you have enough time to buy the tickets and catch the bus. Unless you plan to stay in Penang for a day.
Suggest you consider another option. Take a early morning ferry to Kuala Kedah and take a bus to Ipoh. From Ipoh, take a bus to CH. If you can't get the bus in Ipoh, at least the taxi fare to CH will not cost a bomb. Or stay a night in Ipoh, which will be cheaper than staying in Penang.
